For the attention of cash register users
We present in this article the legal provisions that govern the process of connecting the cash registers to the ANAF server.
Here are the legal provisions:
- The obligation to ensure the remote connection of the fiscal electronic cash registers in order to transmit fiscal data to the MF-ANAF computer system belongs to the economic operators.
- Starting with March 31, 2021, the cash registers will connect to the server respecting the following deadlines: a) until 30.06.2021 the economic operators included in the category of large taxpayers; b) until 30.11.2021 the economic operators from the category of medium and small taxpayers. c) the economic operators that purchase fiscal electronic cash registers after the date of 1.12.2021, at the date of installing the fiscal electronic cash register.
- Failure to comply with the deadline for connecting the cash register to the MF-ANAF computer system is sanctioned with a fine from 8000 to 10,000 lei.
- The connection of the fiscal electronic marking device to the computer system of MF-ANAF is made only by the authorized personnel of the service company.
- The data recorded by the fiscal electronic cash register until the moment of connection will be transmitted by the economic operator (holder of AMEF), by submitting the A4200 declaration until the 20th of the month following the reporting month.
- The data recorded by the fiscal electronic cash register after the moment of connecting the machine to the computer system will be transmitted automatically by the cash register after the generation of the daily closing Z report, without the need to send the A4200 declaration
- Example: If the online start-up date is 05.04.2021, then for the period 01.04.2021 – 04.04.2021 the data will be transmitted via the A4200 declaration. Starting with 05.04.2021, the data will be transmitted automatically by the cash register after the generation of the daily closing Z report.

- On a monthly basis, the National Agency for Fiscal Administration sends to economic operators users of electronic fiscal cash registers, through the “Virtual Private Space” service, messages about possible dysfunctions regarding the transmission of files.
- Economic operators using electronic fiscal cash registers installed in areas not served by electronic communications networks have the obligation to complete and submit a declaration (F4110 available on the ANAF website) in compliance with the following deadlines: a) large taxpayers until 30.06.2021; b) small and medium taxpayers until 30.11.2021; c) the economic operators that purchase electronic fiscal cash registers after the date of 1.12.2021, within 2 working days from the date of installation of the fiscal electronic cash register.
- The users of the cash registers installed in areas not served by the communication networks, will report to the MF-ANAF system exporting on an external format the files from the cash register which will then be sent by the A4200 declaration until the 20th of the month following the reporting one.

UPDATE April 6 – ANAF News
The AMEF Registration Regulation Office brings some clarifications regarding the files that must be installed in the cash register. So:
The certificate export file that is received following the profile request from the SPV, can be renamed as required by the marker (Example: anaf.crt.p7b can be renamed to anaf.crt or anaf.pem or anaf.p7b)
Remarks:
1. The ANAF certificate is one for all cash registers, therefore it is enough to download only once from the answer from C802 and to be renamed. It can then be (re) used on all cash registers;
2. We cannot leave in the PDF attachment only .crt because there are restrictions on downloading it from the attachment through adobe reader.

The connection deadlines for electronic fiscal cash registers are:
- 30.06.2021, for the fiscal electronic cash registers held by the economic operators included in the category of large taxpayers;
- 30.11.2021, for the electronic fiscal cash registers held by the economic operators included in the category of small and medium taxpayers.
On March 31, 2021, the connection of the cash registers to the ANAF server officially started and in the Official Gazette no. 319 / 30.03.2021 was published Order no. 435 of the President of ANAF, which establishes the calendar for connecting the cash registers to the server and the connection procedure. The connection of the fiscal cash registers to the ANAF server is scheduled to last until the end of November 2021 and in the case of the devices purchased starting with December 2021, the connection will have to be made on the day of commissioning.

We remind you that at this time we can make firmware updates and the equipment upgrade service (if applicable) and the update of the cash register software (firmware update) is performed by our specialized technicians to connect the devices to the ANAF system.
